Ethics in grants

(work with animals, with humans/data, security, etc.)

Overall, no changes re ethics handling by funding agencies or institutions, which follow the well-known procedural standards. As regards local procedural arrangements, please be aware that provisions may vary in places other than Tübingen or Freiburg.
  

EU-Commission generally requires since some time for Collaborative projects, ERC, Marie Curie, etc. official ethics approvals before the start of the relevant experiments or studies only. These requirements are included as Ethics Deliverables (with deadlines) in the Grant Agreement.
DFG generally requires ethics approvals (for experiments with humans and/or involving human data) before the funding decision of the DFG Joint Committee ('Hauptausschuss').

  
Regierungspräsidium Tübingen confirmed to me in early April that they will seek to handle applications for approvals re the work with animals as usual (with possible reaction delays due to home office and child care situation).
Regierungspräsidium Freiburg: no particular updates re the processing of applications for approvals available. 
Ethics committee of Tübingen University has announced on its official site that it will accept electronic applications for approvals. The request can be submitted by e-mail with attached PDF scans at
ethik.kommission[at]med.uni-tuebingen.de.

Ethics committee of Freiburg University has announced on its official site (German only) to accept electronic applications via DIMDI (MPG studies), or by e-mail with attached signed PDF scans at ekfr[at]uniklinik-freiburg.de (other studies) or ekfr.amg[at]uniklinik-freiburg.de (AMG studies).
